Pietro Maximoff aka Quicksilver of X-men Evolution and Draco Malfoy from the Harry Potter universe.
Well, the reason of this pic is... umm... let's see:
Pointy, pale face, silver-blonde hair
It easily could have been a description of both the above mentioned guys, though it was about Draco from the books.
They are extremely similar to each other and not only in their looks.
Both are very annoying (for me, LOL), sometimes coward, selfish, willing to betray friends and don't like anyone in the world (apart from themselves), maybe aside from their not-a-good-guy father.
